3176 The Government Code section granting public entities immunity for acts committed by employees who are immune from liability does not apply to liability for breach of mandatory duties; the State Office of Real Estate Appraisers has a mandatory duty to maintain the confidentiality of disciplinary investigations and private reprovals.
