3454 REVIEW DENIED A vehicle pursuit policy that contained 11 specific guidelines for the instigation and conduct of a pursuit, but also instructed officers to exercise sound judgment and make decisions based on the totality of the circumstances, satisfied Vehicle Code requirements and conferred immunity on the officers and the agency that employed them, regardless of whether the officers followed the policy.
