3709 A complaint alleging that, without a rational basis, a public entity intentionally treated plaintiff differently from other similarly situated persons by strictly enforcing its guidelines against plaintiff but not against his competitors effectively pleads violation of Fourteenth Amendment rights and therefore makes out an action under the federal Civil Rights Act.
