3801 REVIEW DENIED The peace treaty between the United States and Japan following World War II embodies the federal government's foreign policy that claims against Japan and its nationals are to be resolved diplomatically, so Code of Civil Procedure section 354.6, which purports to permit actions by slave labor victims against companies that profited from their labor during the war, is pre-empted by the Treaty, even as applied to a person who was not a U.S. citizen at the time the treaty was made.
