3966 A public entity is absolutely immune from liability for injury caused by a condition of an unpaved road or trail that provides access to any kind of vehicular riding, even if the trail is located on improved property, the entity failed to warn of known dangers, the entity charged a fee for use, and the entity's duty to maintain the trail in safe condition was mandatory.
