3973 The Klamath National Forest is located in a rural district of Siskiyou County, so no contractor's license is required for the operation of earthmoving equipment in clearing or other work for fire prevention purposes, and no presumption exists that the operator of the equipment is an employee rather than an independent contractor; the operator's status as employee or independent contractor is therefore a question of fact.
