4005 A volunteer Community Service Officer who was not appointed according to the requirements of the applicable municipal ordinance and who received no compensation was not an employee entitled to sue for employment discrimination under the Fair Employment and Housing Act (FEHA); employment by a public entity is governed by statute rather than contract.
