4225 REVIEW DENIED In an inverse condemnation action for damage resulting from a sewage backup, evidence establishing three possible causes for the backup all involving obstructions in the city's sewer pipe and excluding other potential causes was sufficient to establish that the design and construction of a public improvement proximately caused the damage and that the plaintiff was therefore entitled to just compensation.
