4309 REVIEW DENIED Under the federal Civil Rights Act (42 USC 1983) a plaintiff is not required to prove the lack of probable cause in an action based on the allegation that police officers took retaliatory action for complaints he made against them by engaging in unjustified traffic stops and citations; defendants' low incomes and net worth were found to require the reduction of punitive damages awards against them from $3 million to $35,000 and from $1 million to $20,000.
