P0971 The SLAPP statute applies to petitions as well as to causes of action; a petition filed by a city to restrain threats of violence against a city employee was filed by it as an employer acting on behalf of its employee, rather than as an enforcement proceeding on behalf of the public, and is therefore not exempt from application of the SLAPP statute; since the alleged acts and threats of violence occurred outside the city employee's home, the city could not make out a prima facie case under the statute permitting an employer to seek restraining orders to prevent threats or acts of violence in the workplace
