P0982 An Indian Tribe's adoption of an ordinance setting forth terms and conditions under which it would waive its sovereign immunity in tort claims and providing for arbitration of claims by casino patrons who satisfied certain procedural requirements gave the trial court limited subject matter jurisdiction over a patron's claim, empowering it to order the matter to arbitration in spite of the Tribe's finding that the claimant had failed to comply with required procedures; however, the question of compliance should be decided by the arbitrator.
