P1012 Since the Vehicle Code requires the DMV to issue a salvage certificate once it is notified that an insurer has declared a vehicle to be a total loss and does not impose on it a duty to permit registration of the vehicle, the court lacks jurisdiction to issue a writ of administrative mandate directing it to register a vehicle that an insurer has declared to be a total loss.
