4551 The Child Abuse and Neglect Reporting Act (Penal Code section 11164 et seq.) does not create a cause of action; the Litigation Privilege protects statements made to the authorities under the Act; the Litigation Privilege also protects a minor against liability for repeating the statements to her parents, because they would necessarily be involved in litigation arising therefrom; the Litigation Privilege is absolute and applies regardless of the communicator’s state of mind, and it is not superseded by the qualified privilege created by the Child Abuse and Neglect Reporting Act.
