P1126 Attorney fees can be awarded from security posted by a vexatious litigant in compliance with an order to post security for costs and fees, but cannot be awarded against a vexatious litigant who failed to post security in compliance with such an order, in which case the court can only dismiss the vexatious litigant's action.
