4668 REVIEW DENIED Attorneys-in-fact of an insurance exchange are not insurers and are distinct from the insurance exchange; fees collected by the attorneys-in-fact are not regulated by the Insurance Code, nor are they subject to any administrative process established by statute or regulation, so litigation regarding such fees is not precluded by the filed rate doctrine, and is not subject to the requirement that administrative remedies be exhausted.
