P1323 A trial court's finding that there were deficiencies in the layoff procedure used by a public employer on a particular occasion, remediation of which was of benefit to plaintiffs but not generally to the public or any large group of persons, did not entitle plaintiffs to fees as private attorneys general; plaintiff's financial burden of litigation did not transcend their personal interest in obtaining reinstatement of their jobs.
